LOGAN — The proposal for the Cache Valley Marketplace, as the project is being called, was discussed at the Logan Planning Commission meeting last week. It would replace the existing Cache Valley Mall structure at 1300 North Main.

On KVNU’s monthly Speak to the Mayor program on Wednesday, Logan Mayor Holly Daines agreed it’s a big plan.

“It really is, and again, we’ve created this new overlay that is a new thing for our planning commission. A lot of projects are kind of cut and dried, they fit within our specific zones.

“But when you have an unusual project, a creative project, something that just doesn’t fit the box, it’s been really kind of challenging, sometimes, to help these projects move along, projects that would be good for the city. So, this overlay is interesting and it had a lot more give and take between the planning commission and the developers,” said Daines.

She said this is somewhat the first hurdle, as there are many steps in the process, because, in addition to the rezone, they will be asking for an incentive through the CRPA (Community Redevelopment Project Area) – formerly known as the RDA.

Daines said they will also be going to other taxing entities, including the Logan City School District school board in a public meeting, and they will need to decide if they are willing to participate.

And she said it’s similar with the Cache County Council, but it will start by going through the Logan City Council.

Daines said they have discussed traffic concerns.

“One thing that is required as part of the project is the developer has to pay for a traffic study,” she explained. “And the traffic study uses models to see how much this new project will impact the traffic. We know there’s already traffic there, and we fully expect that there will likely be a light that needs to go in at 1250 North and 200 East, which that will just make it easier for everyone to get on and off that thruway.”

The Cache Valley Marketplace would include multi-story apartments, a hotel and retail, including what is rumored to be a Target store. The mayor said we will find out, eventually.

“I can’t verify that, but fairly soon, this large major retailer will need to come to the planning commission and to get their entitlements, and then, of course, it will become public information. But, it is a retailer that I have had many, many requests for, ‘can’t you bring this to town?’”

Daines said she believes when the information comes out that most local residents will be pleased.
